1. acknowledges that many clients today are asking for specialists among lawyers,

2. considers the importance for quality standards for specialized lawyers,

3. recommends that the quality standards are defined for specialized lawyers

4. demands that a harmonization should be reached and that as a minimum requirement, an examination has to be passed.
