1. Need for a peaceful and democratic transition
The UIBA reaffirms its conviction that the current crisis can only be overcome through a peaceful transition to a system that fully guarantees the rule of law, the separation of powers and respect for democratic values. Similarly, it is essential that Venezuela effectively comply with the international treaties it has ratified, in particular those relating to the protection of human rights, freedom of expression, the right to a fair trial with due process guarantees and judicial independence.
2. Participation of the Venezuelan people in the process of institutional reconstruction
We recognise that any democratic transition process can only be consolidated if it is based on the active, free and pluralistic participation of the entire Venezuelan people. It is essential that citizens be able to exercise their political rights without interference, intimidation or restriction, contributing directly to the reconstruction of institutions and the restoration of democratic coexistence.
The UIBA stresses the importance of promoting mechanisms for dialogue, social consensus and national reconciliation that will enable progress towards a future based on peace, justice and civil liberties.
3. Commitment to supporting the legal profession in Venezuela
The UIBA expresses its solidarity with and support for the Venezuelan legal profession, particularly lawyers, who practise their profession in a complex environment, sometimes marked by restrictions on the free exercise of the profession and risks to their independence and personal safety.
The UIBA calls for full respect for and implementation of the American Convention on Human Rights, as well as respect for the decisions of the Inter-American Court of Human Rights (IACHR). The inter-American system is a fundamental pillar for the protection of fundamental rights in the region, and its strengthening is essential for the rule of law, democracy and human rights worldwide.
The UIBA will continue to actively collaborate with these entities to protect Venezuelan legal professionals, defend their independence and ensure that they can perform their essential function in defending rights and freedoms.
